When the upstairs tenants walk I can hear it and it realy disturbs me. Can I make them or the LL carpet it?

Rules that landlords of apartment buildings make regarding carpeting are not legal requirements, which means your landlords have no obligation to cover their floors. And unless the folks above are really loud enough to disturb the general peace (which includes other neighbors), walking noises etc are unlikely to violate your right to quiet enjoyment.
However, this does not mean you are out of luck. Talk to your landlords and ask whether they would be willing to put down carpet or help you otherwise soundproof your living space. Judging from the scene you have painted, they are unlikely to disagree that there is a lot of noise. Make sure they understand that you do not feel relaxed or properly cared for as a tenant. If they want to keep you, they will do what they can to help. |
