I don't think there is any LEGAL requirement to do so, but just in terms of good bookkeeping, it would be in a LL's best interest to keep copies of everything, including rent increase notices.

There's no legal requirement, but as stated by the previous poster, a LL should keep everything from a particular tenancy for their own records. That includes a ledger of rent paid, copy of receipts given, check copies, and especially any written correspondence between LL and tenant.

If the information is needed, say in an eviction situation, and the LL doesn't have copies of the pertinent documents, then it can be very difficult to prove their case.
