How to break lease?

I live in an apartment where they blast their sterio and tv below us several nights a week. A high crime area, rude, scarry people, plice are called out several times a week. I want to move to a safe neighborhood and a nicer apartment that includes heat, mine does not, new ones are cheaper too.
how can I break this lease?

It is permitted to break the lease (or sue for the decreased lease value in small claims) if they have failed to comply with the lease and/or there are health, noise or safety concerns--but save all information, evidence etc. in case they dispute the situation and try to take you to small claims court.

How can you prove there are noisy tenants that live below you and elswhere? How do you prove that quite frequently police are called out for disturbances, and how do you prove that the other tenants are rude to you?
We dont talk to any of our neighbor tenants. we dont even know there names. Just looking at them and hearing them talk or yell to each other is scary enough. Each year yhe people keep getting worse and worse. It used to be almost all white and now it has become almost completely black that live here.
