Default Can a Landlord shut off water if tenant has paid rent in 2 months and being evicted?

In Michigan, the tenant hasn't paid rent in 2 month. The electricity and gas is under the tenant name, but the water is under the Landlord name.

The thing with this is that the Landlord has shut down the water recently without a notice to the tenant and the Landlord feel like he has the right since the tenant is not bind by any contract or lease and has never paid the water bill. The Landlord did give a 7 day notice of evicting the tenant of the same day of shutting the water down, if that helps.

Do the Landlord have the right to do this?

Normally utilities cannot be shut off to force an eviction.

Just evict asap!

The landlord cannot arbitrarily turn off any utilities in an effort to evict. They must go through the courts to evict.

The landlord has violated the law.

Is the landlord obligated to continue paying the water bill for the tenant?

It could be argued that if the tenant wants water, the tenant can call the water utility and get it put in the tenant's name and start paying the water bill...
