NYC ORDER TO VACATE/ REPAIR

I made the mistake of renting my basement to a shark. Two months into the verbal agreement he notified me that he was moving out and if I didn't have his deposit he would live out the next month. When I assured him that I would have his deposit he returned to the apartment that night and ripped up the carpet which he claimed was the reason he wanted to move out. In addition he informed me that he had changed his mind and would stay he just needed new carpet. Long story short this man gave me hell when I disagreed with his actions. Today after back and forthing to court and at least three visits by the inspector...an order to vacate/repair was sent to me. I called up housing because this man is still living there. They informed me that the city will be back to padlock the place. I have already been issued violations with a date to fix them but meanwhile this man is still living in my place and according to the Dept. of Housing he knows about the order already because he filed the complaint so why on earth won't he move? And what can I expect to happen now?

if u got vacate orders just call the police and they will take him out
