In California would it be considered an emergency to enter a tenants apt w/o prior notice if - the tenant downstairs comes to the manager complaining that the tenant upstairs has left their radio on to loud and they are unable to sleep. When the manager went to the apt upstairs they were not at home and the radio could not be heard from outside of the apt. The manager called the tenants cell phone and left a message, but never received a call back. Could the manager have entered their apt to turn off the radio and not violated the entry law?
