RATS... Whose responsibility is it to clear rats from house?

My tenant complained that a rat came into the house through a hole (not there when tenant took occupation). Whose responsibility is it to clear rats from house and environs. The house is in Cape Town, South Africa

I wish to inform you that generally in South Africa it is the duty of landlord to maintain the house which includes responsibility to clear rats out of house. However the agreement made between the landlord and tenant and in that if it is specified that it is the duty of tenant to maintain then he will be liable. The agreement between the parties will first decide the duties of the parties including duty to clear rats and in case the agreement is silent then it is the duty of the landlord to clear rats out of house.
