Unhappy Business Owner

I have a business in Arizona and lease office space in a business complex. When we signed the lease the property was to have covered parking and a secured gated entry (we were to have card access) to the employee parking lot where we have 2 reserved spaces per our lease.
We have a gated entry, however the gates are not secured where tenants have the only access and the landlord has decided not to put up the covered area. We have asked numerous times for our reserved spaces but as of yet have not been given them, although a tenant that moved in last month has received theirs. The landlord also just sent out a memo stating that they were going to be locking the employee parking area gates beginning 6:00pm every week night and all day on weekends, requiring our employees who do work nights and weekends to park in the customer lot which they have also put stipulations as to what area we can park in.
Is this legal? Is there anything that we can do?

Based on what you say here, you could break the lease if need or file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior...he has decreased the value of your lease and broken the agreement.
