security deposit not refunded

Ok, i lived in an apartment for a year. My roommate and i completed the terms of the lease and gave our 30 days notice after the lease was completed. The security deposit we put down when we moved in was $750.00 We were only refunded $89.00. They've charged us for carpet cleaning ($90.00) Partial apartment cleaning ($150.00) partial painting ($300.00) spraying for insects ($50.00) and "additional maintenance fees" Is any of this legal? It seems to me that they should not be able to charge us for preparing the apartment to be rented out since we did not incur any damages to the apartment. I steam cleaned the carpets myself, and it says in the lease that we will be charged onyl if we terminate the lease early. I spent two weeks cleaning the apartment, so it wasn't dirty. And we had no damages to the walls or paint. The leasing manager told emt aht they were charging us not because there was damage but because "we'd have to do it anyway, so it doesn't matter if you tried to clean up, we have to charge you regardless" Is this right?

Based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior...
