I signed a twelve month lease in January of this year, which expires in January of 08. The rent was written and agreed on, this included all utilities, except for the electric bill. Today all the tenants were notified that as of April 07 we would be required to pay an additional fee ranging from $25.00-$45.00 more for the gas, water and sewage. The current lease says these utilities are included in the rent. Can they legally tack on this fee. In the letter they state this is not a rent increase. Is this legal?

That is not legal and you may sue in small claims if need be.
