Default landlord refuses to fix plumbing/floor/sewage issues

a water line that feeds the toilet busted inside the house,by the time i got homeit had floded everything in bathroom,closet and bedroom.the water damaged my furniture and other items.lfloor is falling through,can see the ground.a black mold is all under the mobile home and on the walls.prior tenant said they moved out because of breathing problems and being unsafe floors for children.1and 1/2 months has gone by and landlrd says he's not fixing anything to move out if i don't like it.
that's what i will do.don't have money to pay rent and move.what to do.he says he will sue me if i don't pay him .i called health dept.they came out and seen that the sewage runs on the ground and will require him to fix that ,but they can't do anything about inside.what can i do?

May I ask how a toilet water line busted? These are normally flexible plastic or reinforced flex lines. Did it freeze? If so, you may be respoinsible to pay for the repairs.

The health department saw the sewage and mold problems? If they do not think the mold (if it is mold) is a problem, there is little that you can do for that. If a government health department doesn't think it is a problem, you will find it hard to convince a judge that it is a problem.

I suggest you call the local building inspector or code enforcement. Have them inspect and see if the floors are below standards. Surely they can check problems inside the trailer. They should cite the LL and force him to make repairs.
