Our LL is turning the garage into a boardroom. They began work at 10 am; it's nearly 9 pm and they're still going strong. Is there a time limit as to when construction should stop?

This would depend on local statutes. Call the department that issues building permits and ask them what hours the contractors can work. Many cities have regulations on this. If they have no listed hours, check local ordinances and statutes for noise ordinances. See what hours are listed as "quiet" time. There should be an ordinance that says you can be cited for noise after a certain time. That would be the time they must stop working, but would probably be later than a contractor's hours limit.
