Angry Paying for other tenant

Just found out that I am paying the electric for the upstairs tenant. Not all of it but I am paying for him to wash his clothes. Is small claims the only way to go?

Contact your LL in writing and let him know that you want this fixed. Send it by certified mail, return receipt requested, and keep a copy. If the LL doesn't fix it, request a rent credit for the amount of electric the other tenant is using on your monthly bill. Or keep that breaker turned off so he can't use the electric until the LL fixes it. You have the right to control any electric that you are paying for. If you and the other tenant complain, the LL should respond. Was the shared utility arrangement disclosed at lease signing?

Sent them a letter stating what we found and said I would withhold on my rent if they didn't want to fix it. We were told that the washer and dryer in the basement was split and we just found out that it isn't. We spoke to them on the phone and they still claim it isn't but our breaker is controlling his dryer. We had the breaker turned off and the other tenant switched it back once he realized that his dryer wasn't working. They told us they would be coming over this weekend to address the issue. We have had some other issues with the house we are in. Brought the problem to their attention in January and they didn't do anything so we are now moving out next month. I hope we can come to an agreement but I just can't tell with these people.
