what is or where can i find Washington livable dwelling room temperature laws

Check for WA state building/habitability codes or for local statutes in your city. Call HUD or the local building inspector and they can probably tell you what it is. Many states say "reasonable" amounts of heat, although some list an actual degree temperature that must be maintained.

That is the same advice. HUD = the Department of Housing and Urban Development, for those who don't know.
