You have 3 problems here. 1) lack of heat because the furnace is being turned off. 2) Hostile relationshup with the LL. and 3) Loss of your lease. Let's handle them one at a time.
1) Lack of heat is a habitability problem. You should write a letter to the LL stating that there is a recurring problem with lack of heat in your unit. Request repairs so there will be no lack of heat in your unit. Send it by certified mail, rrr, and keep a copy. The next time you have no heat, do not go to the basement. Call the health department or the building inspector and ask for an emergency inspection of habitability conditions for no heat. (Most states and cities have a code that says the LL must provide a certain degree of heat in your unit.) If your unit does not meet this temperature, the LL will be cited for lack of heat and required to fix it. Keep a log of each time you are without heat. When it shows that it is a recurring problem, you should be able to take further action (depending on what your state law allows).
2) Communicate only in writing with your LL. If there is no heat, deliver a request immediately for repair of the furnace because you have no heat in your unit. (You can slide one under her door or attach it to the outside of the door or have someone else deliver it for you, plus mail it as suggested above). Then call the authorities above. Try not to speak to the LL, only communicate in writing. This way everything in documented.
3) Write a polite letter requesting a copy of your lease. Ask that he/she respond within 10 days of this request. Offer to pay the copying costs (a minimal $2-5 at most). I would not write that she is in violation of the lease, especially since you can't prove it without your own copy. This would just aggitate the LL even more. Simply write a polite request for a copy.
