I can understand that this is a frustrating situation. Most states do allow cars to be towed if they have expired tags. Check your state's department of vehicles for the law regarding this.

I'm a landlord and I would probably have it towed. It is not management's responsibility to personally tap you on the shoulder and say you need to do something about your car just to hear a lot of excuses about how busy you are.

A flat tire for an extended period means your car isn't running or operable. (You can't drive a car with a flat.) If the property has rules against inoperable cars on the lot or you have a rule/lease clause against inoperable cars, they can tow it. How long has it sat with a flat tire? And did you get notice previously that it would be towed if not licensed, registered, or made operationable? Also, is it registered with the complex? Any car that is not registered to a resident of the complex can be towed in many places.
