My landlord never had my chimney inspected. Is it my responsibility to pay for the inspection or is it the landlords? He's trying to make me pay to have the inspection done.

Resources shared by more then one unit are typically the landlord's responsibility.

Why would the chimney need inspected? If your furnace and water heater are functioning normally, I see no reason for a chimney inspection. These applicances don't contribute to a blocked or dirty chimney by themselves. If you are using a fireplace inside your unit, you should have it inspected since you are the one using it for a creosote creating activity.
