Exclamation Landlord broke consent agreement.

A friend of mine moved into a house which was in need of major repairs to make it habitable and it was agreed by the owner to make the repairs in a timely fashion. Windows were broke out with cardboard in place of windows, floors were rotten and so weak that one person fell through and got injured. The walls had no insulation and the foundation had holes big enough to put a boot through. The electrical wiring was out of code and almost burned the house down. Every month the landlord took measurements and promissed to make repairs but only one repair was made to the heating system. After two years of living under these conditions and paying huge heating bills she withheld the rent and ended up in conflict resolution court where the judge instructed that she start paying the rent and that the landlord start making the repairs within 30 days. My friend continued to make the rent payments as agreed but the landlord continued to blow sunshine up her skirt for two more months and when she stopped paying the rent a second time he had her thrown out with a 72 hour eviction notice claiming she broke the agreement. State of New York. He since sued her and is garnishing her wages. What can she do?

She should file against him in small claims or other court and pursue her own claims for failure to provide a habitable residence...
