Default Security deposit

If a tenant has said they are going to be moving out on the first of december, for example, but decide on the 2st of november that they are going to move instead, what is the policy regarding returning their security deposit? Are we still required to return it within the 3 week time frame according to california law?

You must send the accounting within 21 days of the date they vacate.
