Confused renovation

My new landlord wants to renovate my apartment that has been ordered by the state health department to be repaired.he says he can make repairs while we are still in the apartment.Their is mold and mildew under the carpet that was previously wet,and also needs to be fumigated.is that legal for him to do this? thanks

Ask the health department if the repairs are severe enough to make the unit uninhabitable or if they can be repaired with you in the unit. Since we can't see the extent of the damages, it is hard for us to determine this.
