Confused pet deposit on noncarpeted apartment

We live in west cola sc in an old apartment complex . when we moved in there was absolutely nothing in the apartment. nothing i say. we furnished all the rugs, the stove, refrigerator, washer and dryer, and the airconditioner. at first we did not own a pet but now we do. the landlord has ask us to pay a pet deposit of 150.00 plus take our pet way out to use the bathroom. the apartment complex has terrible lighting and in the back it is absolute darkness at night. i had my dog on a tie out in our yard and he said he had been fined twice for this. my dog goes outside to pea on the lease and i was told by dhec my dog had to be on a lead if outside. we have a month to month lease and i have made request for things to be fixed like light fixture switch etc but he never responds. these request are made in writing should i copy them? we are scared of eviction if we question him about what the heck are we paying a deposit for. he has no carpet she cant pea in her own yard and if that is it i am sure my deposit will cover grass pea burn stains. i think this is ridiculus. i clean up after my dog, because i am in the yard gardening alot. what can we do. we cant afford to move. i like it here . he has given us 10 days. the month to month lease is mostly for the students of midlands tech. so you probably know where this is at.

Haven't a clue where the place is at. But since you are only month to month, the LL is free to impose any new rules he wants on you as long as he gives you the appropriate notice. There is no state statute on how much notice he has to give you to change the rent level or the rules though, so long as he gives you notice. Seems he has done so since you now know that the dog has to be walked in a certain area of the property. He can certainly require that you walk the dog to an area away from all the buildings to keep the area free from waste, smell, and damage. The deposit is to secure your performance under the rental agreement and to pay for damages inside or out (no carpet doesn't mean no damage from a dog). If you fail to comply, he can simply terminate your agreement by giving you 30 days to move out. Get a bright flashlight and walk the dog.

To get repairs made, put them in writing, send them certified, rrr, and keep a copy. Ask that he complete the repairs within 30 days. If he fails to, post back here for information of repair and deuct methods.
