Default tenant issues

We have 3 buildings that we purchased about 2 years ago,,, this one tenant has caused a problem with bringing in the health department we was in process of evicting him for non payment of rent he owed 800 bucks as of june1 and refused to pay, in the past we have given him work to do to pay the rent off but not this time and now he has involved the health department,, they have given us a list of 30 things that need to be fixed and we have absolutely no money to do all these things,,, i need to know if the health department had any rite to enter the building without our knowledge,,there is not that much wrong that it cant be rerented,, we did enter to do an inspection and what i saw was we needed to repaint and clean it real well and change the locks but the health dept says we need to fix all the windows,,all the floors,put screens in all the windows,, fix all the ceilings ,,,,this place had all that stuff done before this tenant moved into it,, now we are in fear of being shut down over this ,,, the things the health dept is saying needs to be done will cost several thousand dollars what can we do,,, i believe the health dept is wrong ,, we dont even have access to the apartment yet because the tenant is arguing the amount owed and says he worked april may june and half of july rent off with us but thing is how did he do that when my hubby didnt even have work for him to do that ,, someone please help me

Obviously, there is more wrong with the place than you think. You need to do more than just put on a coat of paint and clean it up. You have major code violations - windows that don't open, lack of screens, and so on. You need to fix these things. What is wrong with the floor? You will need to give your tenanmt notice that you intend to enter and start repairs immediately. You may need to take out a loan to do so or try community action or other assistance programs to help you make these repairs. Any problems that were caused by the tenant, deduct from his deposit. You may be unable to evict him if the unit needs so many repairs. You will be unable to re-rent the unit until it is brought up to standard.

well we will get it done,, and from now on we will not be so nice to the tenants and let them come up with excuses for not having the money for rent ,,, no more mr nice guy , time to be mean,,, this tenant did not have a deposit nor a lease,,, he is the one that helped remodel it to move into it ,,,and we trusted he would take good care of it,,, i guess not

now to find out how to get his ss number to persue legal action against him and lets see what the judge has to say

Do repairs. Serve a Pay or Quit when he doesn't pay his rent next month. File for eviction after that, At court, ask the judge to have him surrender his pertsonal info you you can opursue him for a judgement for the money owed.

Just a note to let u know that we did win the court eviction,,, judgement was granted to us for 1400 dollars and we got immediate possession,, went in to inspect the property,, there is alot more damage since we was there last he has taken out venting in the basement all the heating ducts are laying on the ground and more holes in the walls,, but that is all minor ,, we can do all the repairs it will cost some money but next time we will make sure we have all info from the tenant before they move in and not just go on trust in a person,,most of the windows was just screwed shut from the tenant,, we will put locks on the windows so they dont need to use screws for safety,,the screens we will make them it looks like we need only 4,, then the floors just need sanded down and leveled and put a clear coat on them,, there is nothing wrong with the ceilings ,, there was a residing water leak upstairs that we found today and we will fix that pipe and everything should be good to go,, poor me gets to work all weekend cleaning and painting ,,, hubby does all the other repairs,,, the porch just needs some cement and a rail that the tenant took a sledge hammer to,, we dont want to take t his any further with the tenant,, we are just glad he is gone,,,
