Are there certain licenses?
Does anyone know if there are certain licenses that apartment owners or a business needs to have to run/operate apartments? Or is it, if you buy apartments that you can just rent them out?

If by leases, you mean licenses, there are in some areas. You need to check local ordinances and state laws. Some units must be registered & licensed with the city, some must be inspected prior to occupancy. Check local laws.
