Confused job change

I am working in singapore.
Indian passport holder.

Due to reduce job satisfaction .I applied work with another company and my employment pass was approved.I have asked my current employer to cancel off my current employment pass.But he refuses to cancel it.. He is also holding my green employment identity card.
Can he legally hold my card.
I have my passport with me

You may even ask the police to intervene if need be.

Or email World Law -- their lawyers there could also call the employer etc.
