Default Theft?

My Corporation in AZ recently terminated my secretary fro failure to do Quickbooks for the Corp for a whole year. When asked to produce the docs he/she could not. He/She also failed to file quarterly taxes on time and we were accessed a tax recovery fund penalty. He/She was also on the board of directors. When we terminated this person, they went to our states licensing board and filed a complaint against our license stating she was owed 5 weeks of unpaid payroll. This person created a falsified document of payroll. This persons spouse also worked for the corp and the spouse also filed a complaint against us. The secretary, after the termination, printed out payroll documents of other employees for the spouse and submitted them to the licensing board of our state. Disclosing other employees wages and tax information. This person was told to return all documents and information they had regarding the company. Obviously they did not since they printed out other employees info.
What are the laws here?

That alone is enough to file charges with the police for fraud and forgery, and probably theft.

I have to prove it. My word is not enough for the police department. She ran and controlled the office herself, I don't think that is enough for a conviction. How about statutes I could apply in Arizona?
