Is this fraud??

First: I was Promoted to a position that required that i drive my personal vehicle when necessary and told that I would be reimbursed for mileage at the rate of .28 per mile. It was explained the the government set rate of .54 would be offset by the .28 reimbursed and they .26 per mile would be deducted from my taxes the next year. This in in fact not how the I>R>S> does taxes, as I've found out.

Second: I rsigned while my employee file reflected no write-ups(disciplinary actions) and with 2 Promotions within the last 12 month period, with the understanting that I would be re-employeed at the end of a 1 year period. Also, if there were no positions available, then I would be working in the Production Dept. and as Temporary Labor worker.

Two days prior to the 1 year date, I was informed that I was not allowed back as an employee nor as a Temp. worker.

Then this last week I found out that the 1 year promised return was to keep me from filing a Hostile Work Enviornment Claim, because the statute for this type of clain is 1 year.

Do these acts constitute fraudulant acts???
