Default Need to get my children permission to come to the States!

I am a citizen of the united states and my step children are from Mexico if we are in Mexico how can I get them permission to come to the states so I can do their citizenship?

There is a need of Foreign-born individuals who wish to become citizens must complete the legal process known as naturalization.
