Confused I-129F

I have been told that while awaiting the I-129F form to be processed, my fiance who lives in Canada may be denied access to the U.S. because Customs may determine that her actual intent may be to come here, marry and then stay. This is not our intent. The process time could run up to 6 months and if this info. is accurate we will not be able to see each other for up to 6 months.
That said, my question is then is there any documention that could be provided to customs that insures her return to Canada pending the outcome of the I-129F?

You can get an actual visa at the embassy to make sure the issue is addressed in advance.
