Default Sexual harassment at workplace

Hi,
I would like to know the validity of the following case (cited in brief):
One my abusive male colleague always abuses my religion. So, one afternoon I requested him not to use abusive languages about my religion, at least not in my presence. He took this offensively, and later in the day asked his close male friend cum team member to ask me for sex, group sex, which the latter did. I reported this to my manager, who is from United Kingdom, and after a delay of 3 days, my manager spoke to the two guys and asked them to file charges against me, if any. Over the next few days, the two colleagues discussed between themselves and filed several false charges against me. Upon pressing further that I want the matter to be taken up by the HR, my manager finally escalated the matter to HR after a delay of two weeks from the date of reporting. By then, the abusive colleague had left the organization. The matter was inquired by the anti-sexual harassment cell, though the lady members barely asked me 1 or 2 questions, and the rest was dealt with by the male HR member. After keeping the matter in the back burner for over a month, I asked the committee for the status twice. The final verdict that came out of it pointed blatantly to my "different culture" and the resultant "difference in thinking", and lack of evidence, though not a sentence was given in writing to me citing there is no such policy in the organization. Three of the people who could have given some evidence were not inquired.

My organization has its head office in USA, and other offices in several countries. I and my colleagues are based in the India office, my manager in United Kingdom, and the Director of my team in USA.

What I would like to know is the following:
1) Can a manager ask the accused to file charges against the complainant?
2) Can a manager delay escalating the matter to the HR department citing reasons, such as the matter needs to be discussed with the Directors?

It seems a very odd way of handling this and you may want to ask senior managers to intervene. The acts you described are not acceptable so hold your ground. Their claims against you will be proven false since there will be no evidence and you will prevail.

i just wanted to say that i was sexually harass on my job as well i want to know if theres anything that i can do i had just started working july 24th 2007 was my first day i stop working as of sept 14th 2007 me and my fiance was working at this job at the time this accident occur i felt hurt i felt sick to my stomach an co-worked just walked up to me and kiss me i was so hurt i ran to the wash room and lock my self in the stall i stay in there for an hour crying plus i was rape once in my life time so that made me even upset after leaving the wash room for an hour i went to my fiance and told he he was heated as well we went to the boss and the boss call the hr he came up to talk to me and my fiance i we felt like he didn't believe me because he didn't do anything he sent my fiance home first then i was sent home until and investergation was done we were call back the next day i just didn't feel safe there anymore the man was told not to come back until farther details were giving my fiance were fired due to being upset over the matter of the co-worker not being fired i was told that i could stay at the job and i could leave because the co-worker wasn't being fired and then they didn't have any proof to what happen no one else saw it so it wasn't nothing that could be done i am very hurt till this day i have no job and i certainly don't want to work with any mans is there anything that i can do before i wait too late i feel like something should be done in my heart i still want to hurt this man because hes able to feed himself and family while i am home with no job and struggling to feed myself and my fiance is out of a job as well due to his pittiness
