Default Legitimacy of Character Reproductions for Profit

So i have asked a question before about this topic and was wondering about something different. I am pretty sure many people know what deviant art is. My question is this. If someone drew an image of say woody wood ****** by themselves, can i buy the right to use that image for profit if that artist agrees? I guess my real question is if you can draw a popular fictional character and sell it to someone without getting sued.

I wish to inform you that you may not sell character reproductions for profit. Infringement would take place where there was an actual or a substantial reproduction of the figure. There is no definitive test as to what degree of reproduction would constitute substantial copying and an infringement of any drawing of a fictional character.
