Ok i want to know if i can open a internet cafe business, but offer them a chance to watch my back up of dvds off my wifi network. They wont be able to copy and distrubite or remove the movies from network.

will it be ilegal to offer that as a feauter in my bussines, or is there a license i can get to allow me to do it?

it will not be new movies that are in Theaters, but DVD's

I wish to inform you that you will require permission from the owner of the Copyright of DVDs. Even if you are not allowing to copy the DVDs but still allowing public to view the DVD movie is a commercial exploitation and work of commercial nature are generally thought to be violative of Copyright law and therefore you may be held liable for penalty. If you are having permission from owner of Copyright of DVD then you can have this business and it will be allowed.
