Default Hacking/Security and Related Freedom of Information Laws

Say for example someone created a website for the purposes of sharing knowledge on topics related to "hacking" or "penetration testing", but this was hosted in another country that was part of the same Commonwealth of Nations. This information could border on being called "hacking", but could also be viewed as "informing others of the risks". My questions are
a) Is this information protected under Freedom of Information?
b) If someone posts information which is more "consequential" or "agressive" than that of the owner, can the owner be prosecuted for this?
c) Given that the owner hosts the site in a separate country, what are the chances of that owner being prosecuted? Would they be prosecuted according to local laws, or the laws where the site is hosted?
d) Is this something that is often taken to court?
