Animated pornography laws

My questions is actually a bit complicated and I have spent the entire day researching it with varying answers, several news articles, and few certain facts. Then again- I lack much of the same tools and books that I'm sure lawyers would possess and I'm limited to countless hours on google clicking through page after page.

I wish to host a public forum for debate, discussion, and distribution of animated pornography. From what I have learned looking through different internet laws, it seems like you can only get in trouble for possessing or accessing illegal content. In other words, if the images hosted on the server are in a country where they are legal, the only people who are at risk for viewing the images are those viewing anything illegal in their respective countries (and not myself). For this reason and because I want to provide as much freedom as legally possible to the end user, I am trying to figure out which country would be best for hosting such a server.

I understand that in some countries laws differ between real porn and animated porn. This is why I need to know the specific laws for different countries about animated porn in specific, and which country would provide the most freedom. For example, in Japan it is illegal to distribute pictures portraying minors sexually, but it is not illegal to distribute pictures portraying only animated minors.

Not sure you will get a full comparison country by country on the forum but the lawyers could certainly do that if you contact world law.

Russia and Japan have fairly liberal rules, as does the Netherlands. Hungary and the Czech Republic too.

Sexual Offences Laws - Countries

I cannot find on the interpol website anything regarding other sexual deviations which may pop up in animated pornography (rape, beastiality, etc.) however this does provide a good starting point for comparisons. I'll probably be contacting a lawyer the moment funds are permitting. I'm currently out of the country and have no job until I return.

Hentai is legal in pretty much every country in the world. Although, that said, lolicon (which is children in hentai) is banned in some countries.
