Lots of scams do that leave the site up it is just a decoy and a pretense the way members will still live in hope and think a payment is coming, and will not run to the authorities right away or otherwise go ballistic knowing they have been scammed and it gives the scammer more time to make a getaway.
As for the updates well what exactly have they said for the last 3 plus years,,? absolutely nothing,.same old unbelievable recycled horse manure, and of course always trying to blame others, that's another famous scammers tactics.

So, no, having the site up and giving out so called meaningless updates means nothing,, not one iota.

That would be done by a fool scammer, a clever scammer will keep it open to gain months and years and finally members will loss interest.
