Ca Resident purchased from Canadian Seller

I live in California. I purchased a motorcycle from a Canadian Seller off of Ebay. I wired $2,345. into his bank account. He said he was going to ship the motorcycle as soon as shipments could leave due to weather conditions, but he has never sent me the motorcycle. He lead me on for about 6 months or so. I have his banking info, name, address and phone number. How can I go about either collecting or sueing him?
Is this something a lawyer in california can help with, or one in Canada? What kinda fees are involved in helping to collect the money?
I already reported it to the cyper police a long time but with no response. Any suggestions, or is their somone that can assist me?

I am sure world law can help you collect (perhaps email them on the home page here) but you should also file a police report for theft--that is a crime and many people are arrested for taking funds and not giving the item!
