Confused First steps

I deal machines with different places over the world.
I was offered one machine from a dealer in UK.
He sent me the invoice and I sent him the amount in the invoice right away through a foreign exchange company.
Now he doesn't send me the machine we bought and he doesn't give my money back.
As I am not a resident of the UK I don't know how to start a claim against him.
Any idea?
