Default trouble in interpreting the law

5. (a) Each government accepting this Agreement does so in respect of its metropolitan territory and of the other territories for which it has international responsibility, except such separate customs territories as it shall notify to the Executive Secretary¹ to the CONTRACTING PARTIES at the time of its own acceptance.

This paragraph is extracted from GATT 1947. I am not familiar to english very much so It is a little bit difficult for me to understand the right meanning of the text. Could U please check my interpretation out and give me some comments. Thanks alot

----Interpretation version:
Each gov accept this agreement to the contracting party right at the time its acceptance.
The gov here represents its metropolitan territory and other territories also.
The gov has to notify to the Executive Secretary about the performance.

Yes that basically is what it says.

The first sentence means they accept it as applying to the metro. area and any other areas for which they have intn'l responsibilities.

yeah, Thanks alot. HOwever, there is one thing still I am wondering about. that is " except other seperate customs territories". Then what does this statement mean?
Does that mean while the gov accept the agreement which is applying for the metro territory and other customs territories it has int' responsibility for, there are some seperate customs territories ( like the self rulling or autonomy territories) that don't apply this under this performance . If those territories wanna apply for the agreement then they have to accept on behalf of themselves. ( cause those territories have their own gov)
