Default hiring abroad for American corporation

I am trying to organize a travel company, which would invite Ukrainian tourists and businessmen to America for business and pleasure. I need a local Ukrainian person/company to provide some support with advertising/ paperwork. What kind of regulations are required to observe while paying Ukrainian person/company for services? What form of business (Inc., LLC, or other form) would be the most appropriate for travel company to get organized?
