Default transfer clearance?

I have been contacted by a lady that says I am the legal heir to her husband\'s money. 2.5 mil $. It is in a bank in africa, and I have contacted the bank. The money is there, but they need me to get an anti terrorism clearance and a transfer clearance from their ministry of finance. can you help
