Confused can US debt be tracked in UK?

I would like to be advised on the consequences of defaulted credit card and
student loan debt being tracked to the United Kingdom from the US. What are the laws in the US and the UK regarding debt incurred in the US? Can wages be garnished in the UK or US social security be affected if a US creditor was to locate the person in the UK?
Any and all information would be appreciated, thank you.
