Default Argentina Media Law Would Deny Foreigners Triple Play Rights

The Argentine government's plan to reform the media industry would prevent Spain's Telefonica SA (TEF) and Italy's Telecom Italia SpA (TI) from acquiring the potentially lucrative right to offer so-called "triple play" services in the country.

To offer the service, the telecommunications companies would have to divest and sell most of their shares to Argentine investors.

A hotly debated bill in Congress aims to "deconcentrate and democratize the property of the media, favoring a real federalism that strengthens whatever is local while protecting our cultural goods," according to its preamble.

It's precisely that reference to protecting "local cultural goods" that's become a major point of controversy for the telecom companies.

Argentine President Cristina Fernandez has made the reform bill, which aims to modernize media and broadcasting laws dating back to the 1976-83 dictatorship, a centerpiece of her legislative agenda this year.
