Default chinese internet law

Dear worldlawdirect.com my name is Mr Singh I am writing from the uk and I would like to know an answer to a query our small company has, regarding online gambling in china.

q. We know that gambling in china is banned with the exception of Macau (an island off the coast of china) and and the chinese welfare lottery and sports lottery run in mainland china by private companies in designated areas using VLT's (video lottery terminals) but what we want to do is start poker sites online but it will be play for free so no one can win any money and the only charge will be is for time used on the website to cover admin and running costs, will this be ok to run without being blocked online by the chinese government, as it is not gambling in the sense that you cannot win any money.?
we would obviously state so when the main domain page is loaded on to the users cmputer screen (that it is poker for fun with no monetary rewards if you win)

We would be most grateful for your reply from your legal experts in this field of law in china. Thankyou.
