Keeping child in Guam bc mother has FCustody

The mother was given full custody in the USA in 2001. The mother sent the child to Guam to visit the father for a temporary visit. He refused to send the child back to the states when his visit was to be finished. It has now been 2 yrs. and mother and the entire family wants the child(9yrs old) back. The father says he now has custody yet there have never been any papers sent to the mother and the father refuses to send her any copies. The mother doesn't want the child to be placed in foster care due to it would probably put the child in a worse situation. The father is never home and she is being raised by neighbors and a girlfriend. The father is also in the military but it is civilian matter and the AirForce has ignored the civilian mother and taken actions to protect the military member. The father has proven himself in the last two years to be unstable, an alcoholic and not responsible. What should this family to get this child back to the states ASAP?

Call the US State Dept and ask for help in getting back a child that is abroad illegally. They will help though it can be a bit slow.
