Confused American citizen married to a turkish citizen.

I am an american citizen. I am married to a Turkish citizen and now living in Antalya, Turkey at least half the year with a residence permit. I want to take part of my lump sum pension distribution, pay the tax on it to the IRS and put the rest into a Turkish savings account for living expenses here. Will I owe the IRS taxes on any interest income I receive here?
