Jurisdiction of court in child custody?

Hey all!

I have a tough issue to resolve these days, with regard to the jurisdiction of court in the child custody matter. The same is under mentioned

Husband and wife got married in Pakistan out of their wedlock a child was born .The child got completed his initial schooling in Pakistan which is comprised upon 8years. Subsequently miseries/ dispute had arose between Parents and mother took the child (without the consent of father) to U.S.A, where mother got nationality of child and herself.

On the other hand husband had intention to live in Pakistan which can be considered by his permanent business, purchasing estate in Pakistan and buying stock shares on the name of child here in Pakistan.

At this juncture father is really looking forward to file custody proceedings

My questions are which court has the jurisdiction?

I know Pakistan is not the signatory of Hague convention but, does UCCJ Act or PKP Act apply in these kinds of issues?
