Default Owner of car lot liable?

If I have my car at a repair shop to have the motor fixed and, while there, strong winds (tornado possibly?) cause a metal fence to fall on the vehicle resulting in damage to the exterior of the vehicle, isn't the owner of the
shop liable for that? He says he's not liable because it was an Act of God. He had said the car would be in a "secure" area. What recourse do I have?

Yes he is liable and his insurer will cover that.
