Confused Living in one state, insurance in another

I have a friend who has been living in NJ for about 3 years but their cars are still registered and insured in Pa, at their parents address. They also have not switched their license over to NJ.
Is this legal? What can happen to them?

They need to change it to NJ. The insurer could deny a claim and/or they could be ticket and fined by NJ authorities.
