my sister passed away back in a January she divorced from her husband November of last year she became ill and passed away shortly after..they both signed a waiver waiving there right to any insurance benefits he doesn't deny signing this but now he is saying that he is still entitled to this money.. we have witnesses to say how he beat my sister and threatened her and in no way shape or form did she want to leave him this money she simply did not have the time or chance to change beneficiary to the policy. i need to know by law is he still entitled even though he waived his rights?

The insurer will want to pay to whomever is listed on the policy, and normally has to do so. So you would need a court to override that and show what was really agreed. But you can indeed do so.
