Exclamation law of contribution in fire insurance

I am working for a general insurance company India. We have covered some property on declaration basis. The property is in the custody of warehouse keepers who effected fire insurance from some other company covering the property insured by us along with the properties of so many other owners. Now, there is a fire loss to the property insured by us, while the property is in the custody of the ware house keepers.
As per the condition of contribution of Standard Fire and Special perils policy used in India, our policy should cover only rateable proportion of the loss after ascertaining the loss payable by the policy effected by the ware house keepers. But practically it is very difficult because, the ware house keepers are almost unable give details of the losses suffered by various owners who kept their properties in the ware house. Our insured is peeved about non settlement and demands 100% settlement. How to deal with the issue?
