Confused Confused and being Lied to!

What is the process which insurance companies must follow when a claim is submitted involving two cars? Are they allowed to start fixing prior to pictures being taken and are they required to take pictures of actual damage as well as any pre-existing damage? Is there supposed to be 2 adjusters? And what if I've heard 4 different stories and got a recording of the adjuster telling me what the damage was after someone else had just told me different???
I need help! If you can help me in any way that would be great.

Full and detailed records need to be kept and pictures documented etc. normally.

If not, you may dispute any finding they make with which you disagree.
